The City of Fremont was not awarded State Homekey funding.
On May 9, 2023, the Fremont City Council voted unanimously for the City to apply for the third round of funding available through the State’s Homekey Program. The City will now be applying for a $35 million Homekey grant to convert the Motel 6 at 46101 Research Avenue in Fremont to 156 units of permanent supportive affordable housing. For more information, please read the staff report that was provided to the City Council.
If Homekey funding is received, the Motel 6 site will be purchased by developer Shangri-La Industries. The existing motel rooms will be converted to studio apartments with kitchenettes. The target population for this affordable housing project will be acutely low-income residents—with a household income of 15% or less of the area median income—who are referred through the Coordinated Entry System and have connections to the Tri-Cities (Fremont, Newark, and Union City) and Alameda County. Property management staff will be living at the property, and supportive services will be provided on site by service provider Step Up. The project will be permanent affordable housing and not a homeless temporary shelter. Tenants will pay rent.
City staff submitted the Homekey application to the State on May 25, 2023. Staff expects to receive funding notification from the State by October 2023. If funding is awarded, the goal will be to complete the project by spring/summer 2024.
