Development of the Fiscal Year (FY) 2025/26 – FY2029/30 Capital Improvement Program (CIP) is underway and we want your input! The CIP is a five-year plan of action to preserve and improve our City’s public infrastructure, buildings, streets, parks, and facilities through the prioritization of capital projects intended to prolong the lifespan of the City’s infrastructure, increase its value, and enhance its capabilities. Every two years, City staff prepares the five-year plan based on community feedback and Council priorities and presents it to City Council for review and approval.
The funding that supports the CIP comes from various sources which include: fees on new development for parks, transportation and City buildings; transportation funds from federal, state, and regional agencies; one-time grants; and City general funds.
City staff receive community feedback largely through participation in relevant Commission meetings. This cycle, we are also reintroducing a survey component that can reach even more residents. The survey closes January 31, 2025 and results will be shared with City Council in February.

Every two years, the City prepares a new multi-year plan for the funding of projects to improve our parks, streets, buildings and other facilities, referred to as the Capital Improvement Program (CIP). Collectively, these physical assets are called the City’s infrastructure. The CIP is organized and operated by a separate dedicated budget from the City’s Operating Budget which is prepared annually and funds staff and community services such as public safety, routine maintenance, recreation programs, human services, and general government. Funding for the CIP budget comes from various sources including development fees, the City’s general fund, grants, and other restricted-use funds.
The current CIP update will include infrastructure priorities for the next five years, from July 2025 through June 2030. Funding during this next year five-year cycle is anticipated to be stable with little growth. To help the City prioritize funding allocations, we want your input! We want to know what infrastructure funding you feel is most important. The survey questions below are separated into categories related to “infrastructure maintenance” and “new infrastructure.” At the end of the survey, there is an opportunity to give us more information about why a specific project is your highest priority, or you can share details about any other infrastructure project not listed, that is a priority to you.
