The Fremont City Council adopted an updated Animal Ordinance including proposed changes to Beekeeping on February 21, 2023.

Title 6 of the Fremont Municipal Code (FMC) sets forth regulations of animals throughout the Fremont. In 2018, the City amended Title 6 of the FMC, Animals, to update the code to reflect the urbanization of the City, including the removal of goats and bees within the residential areas of the City due to the lack of shelter facilities and veterinary care for these animals at the Tri-City Animal Shelter.

In July 2021, the Fremont City Council requested that staff review ordinances of other cities that promote urban agriculture and the keeping of livestock in residentially zoned areas and to bring back to City Council amendments to the Animal Ordinance to encourage urban agriculture. On October 4, 2022, the Fremont City Council adopted the proposed amendments except for the section pertaining to beekeeping. City staff was asked to do more outreach to the beekeeping community and propose ordinance amendments.
